Proposal/Capture Consultant, Federal

Greenberg & Larraby, Inc. (GLI) is seeking an experienced Federal Capture & Proposal Consultant to identify and pursue non-IDIQ, stand-alone technology and healthcare service programs across federal agencies. The consultant will partner with GLI’s internal executive staff and capture staff to pinpoint high-probability opportunities, shape strategy, and deliver winning proposals. The role focuses on expanding GLI’s federal footprint.

Requirements

• Minimum 3 years’ experience in federal capture management, proposal development, and business-development consulting.
• Proven record of winning stand-alone, non-IDIQ federal contracts valued above $10 million and spanning multiple years.
• Strong understanding of VA and civilian agency procurement and small-business set-aside frameworks (WOSB, HUBZone, 8(a)).
• Excellent analytical, writing, and compliance skills.
• Familiarity with technology modernization, ServiceNow, cloud, or healthcare and healthcare IT preferred.
