The HR Consultant position in the HRIS unit involves leveraging technology to enhance HR functions at the City of Toronto. The role requires a deep understanding of Employee Central (EC) and its integration points with the Recruiting (RCM) and Onboarding (ONB) modules within SuccessFactors and with the SAP on prem system. The consultant will play a key role in monitoring and maintaining data integrity across all systems, proactively identifying and resolving discrepancies to ensure accurate and reliable data is consistently available to all business users at the City of Toronto.
Requirements
- Functional/technical configuration of foundation objects in EC, or other SF modules (RCM/ONB), or similar cloud-based applications.
- Configuration and/or administration of Role-based permissions for EC.
- Experience in working with change management systems like ServiceNow, Application Lifecycle Management (ALM), SAP Solution Manager.
- Knowledge of relevant transactions to extract HR master data from EC to support organizational, position and job classification management processes in SF and SAP.
- Experience in conducting complex data analyses, troubleshooting of EC data, quality assurance activities related to data replication of organization, job, position, and employee data, including Cost Centers.
- Certification in SuccessFactors or related HR technology, and knowledge of SAP on prem and its integration with SF is an asset.
- Experience developing test cases, conducting and documenting comprehensive testing of new and/or existing system functionality and reports.
- Highly developed analytical and problem-solving skills to investigate system and data issues and propose solutions in accordance with the City’s incident management processes, protocols, HR policies and guidelines.
- Excellent communication and experience providing sound consultation and advice to clients on various business and system processes as well as related policies and guidelines.
- Ability to develop and maintain productive working relationships with City staff, clients and stakeholders while exercising discretion and maintaining confidentiality.
- Ability to work in a team environment as well as independently.
- Knowledge of core human resource functions, policies, processes and procedures, including awareness of collective agreement provisions and legislative compliance requirements, as gained through education and/or previous work experience.
- Ability to work outside regular hours to deliver time-sensitive projects such as deployment of biannual SuccessFactors releases.

- Participate in implementation of mandatory system enhancements delivered biannually by SAP for SuccessFactors, as well as SAP on prem and other software applications as required.
- Conduct large data exports/imports using standard EC and SAP transactions, while ensuring data integrity, compliance with data governance policies, and minimal disruption to business operations.
- Troubleshoot user access issues and provide administration support for EC-related Role-based Permissions.
- Collaborate in a team environment and with all members of the HRIS unit, People & Equity colleagues, and business partners from Payroll, Pension & Employee Benefits division, technical teams from Technology Services division, as well as external consultants and processors from SAP to facilitate timely resolutions while providing advice, consultation and support to business partners and client divisions city-wide.
