Proposal/Capture Consultant, Federal

Greenberg & Larraby, Inc. is seeking a skilled Federal Capture & Proposal Consultant to identify and pursue non-IDIQ, stand-alone technology and healthcare programs across various federal agencies. The role involves market analysis, proposal development, and strategic partnerships with internal capture staff. The consultant will contribute to expanding GLI's federal footprint through successful proposals.

Requirements

• Minimum 3 years’ experience in federal capture management, proposal development, and business-development consulting.
• Proven record of winning stand-alone, non-IDIQ federal contracts valued above $10 million.
• Strong understanding of VA and civilian agency procurement and small-business set-aside frameworks.
• Excellent analytical, writing, and compliance skills.
• Familiarity with technology modernization, ServiceNow, cloud, or healthcare and healthcare IT preferred.
